Preamble

We, Citizens of the Global Civil Society, proud of our diverse histories, cultures, nationalities, religions and creeds, and deeply committed to our shared heritage as human beings endowed with equal rights, freedoms, hopes and dreams, by our common will and after careful deliberations, establish with this Charter a New Structure of the Global Earth, democratically entrusted to preserve, protect and promote Justice, Liberty, Peace and Security for ourselves and our descendants across the World.



Article I: Mission and Aims



Article II: Institutions


Section 1. The official name of the New Structure of the Global Earth shall be the Novum Aedificum Terrae Orbis and its acronym, NATO.

Section 2. All countries members of the North Atlantic Treaty Organization at the date of ratification of this Charter are Founding Members of the Novum Aedificum Terrae Orbis.

Section 3. NATO shall be composed of four governing institutions: a Consulate, an Executive Council, a Deliberative Assembly, and an International Court of Justice (ICJ).

Section 4. NATO shall also comprise the following organizations: a Chiefs of Staff Committee, a Civil Society Directorate, a Global Sustainability Commission, an International Police Organization, a Intelligence Gathering Agency, an Institutional Management Team, and a Research and Development Institute.

Section 5. The Consulate shall be composed of the Senior Consul being the Chairperson of the Executive Council, and two Consuls being the Chairperson of the Deliberative Assembly and the Chief Justice of the International Court of Justice.

Section 6. The Executive Council shall be composed of 28 Counsellors elected by universal suffrage of all NATO citizens.

Sections 7. The Deliberative Assembly shall be composed of 700 Legates distributed as follows:
*50 voting Legates democratically elected by the North American members of the North Atlantic Treaty
Organization;
*50 voting Legates democratically elected by the European members of the North Atlantic Treaty
Organization;
*600 non-voting Legates democratically elected by the remaining, non-North Atlantic Treaty
Organization countries of the world, distributed as follows:
-50 Latin American Legates;
-50 western European and former USSR Republics Legates;
-100 sub-saharan African Legates;
-100 Mediterranean / Middle Eastern Legates;
-100 South Asian Legates;
-100 Asia / Pacific Legates;
-100 East Asian Legates.

Section 8. To become a full, voting member of NATO, a country must be admitted to NATO at the same time with all other countries members of the individual regions specified above. Until such time, its democratically-elected Legates (if any) remain non-voting members of the Deliberative Assembly.

Section 9. The International Court of Justice is the current ICJ as presently constituted.

Section 10. The Chiefs of Staff Committee shall be composed of a Chairmain, a Vice-Chairman and seven regional Commandants (Africa, Americas, Asia-Pacific, Europe, East Asia, Mediterranean-Middle East, South Asia) of the Armed Forces of the full Member States.

Section 11: The Civil Society Directorate shall be composed of a Chairperson, a Vice-Chairperson and seven Directors selected among the most deserving activists, academics, and NGO leaders on matters pertaining to human rights, humanitarian, environmental or other human security issues.

Section 12: The Institutional Management Team shall be composed of a Chairperson, a Vice-Chairperson and seven Managers administering the transition from the North Atlantic Treaty Organization to the Novum Aedificum Terrae Orbis, as well as the admission and integration of new full members into NATO. It also monitors the compliance of all NATO member states with the organization's membership rules.

Section 13: The Research and Development Institute shall be headed by a President and a Vice-President.

Section 14: The Global Sustainability Commission shall be headed by a President and a Vice-President.

Section 15: The International Police Organization is the current INTERPOL as presently constituted.

Section 16: The Intelligence Gathering Agency shall be headed by a Chairperson and a Vice-Chairperson.
